Cathy received her B.A. in Legal Studies from University of Illinois at Springfield in 1979 and she was the graduate marshal of her class. She received her J.D. from St. Louis University in 1982. She is a member of the State Bar of Texas and Illinois, the Dallas Bar Association, and the Texas City Attorney's Association. She is also admitted to practice before the Fifth Circuit Court of Appeals and the United States District Courts for the Northern District of Texas.

Cathy was employed as an Assistant City Attorney by the City of Abilene, Texas from 1983-1984 and by the City of Irving, Texas from November 1984 until August 2007. Cathy has spoken at seminars all over the country and in Mexico on a variety of municipal law topics, with particular emphasis on utility, right-of-way and legislative topics. Cathy has been on the Board of Directors of the National Association of Telecommunications Officers and Advisors (NATOA) and the Texas Coalition of Cities for Utility Issues (TCCFUI).

In addition to her work on utility and right-of-way issues, Cathy has worked on ad valorem and hotel occupancy tax issues and litigation and issues involving open records requests, code adoptions, zoning, alcohol, and many other aspects of municipal law. She also helped advance many of the city's interests in the Texas Legislature and was recognized by the Texas House of Representative with a Resolution and flag in honor of her public service at the time she left the City of Irving.

She formerly served on the Board of Directors for the Carrollton-Farmers Branch I.S.D. Educational Foundation and the Board of Tom Landry Elementary PTA, the Board of the Barbara Bush Middle School PTA, and the Board of Trustees for Vista Ridge United Methodist Church. She joined BOYLE & LOWRY in August 2007.
